Real time Clock Configuration

For correct time stamping it is necessary that the RTC is configured with the correct time. A new rtc configuration command is added to the OpenXC message format.

To set the RTC to the correct unix time on Windows Git Bash, Mac, or Linux shell, use the following command:

% TIME=$(date +%s); openxc-control set --time $TIME
